The following are the titles of Bills introduced in City Council on May 24, 2007
Bill No. 070430: An Ordinance authorizing the Commissioner of Public Property on
behalf of the City of Philadelphia to lease or convey to the Philadelphia
Authority for Industrial Development, for nominal consideration, all or part of
a certain triangular parcel of land with the buildings and improvements thereon
situate in an area generally bounded by Penrose Ferry Road to the north, Hog
Island Road to the east, and I-95 to the southwest, under certain terms and
conditions.
Bill No. 070431: An Ordinance approving the budget for fiscal year 2008 for the
expenditure of proceeds of certain bonds issued by the Philadelphia Authority
for Industrial Development for the purpose of financing or refinancing the costs
of a comprehensive program to improve and enhance the Citys cultural and
commercial corridors.
Bill No. 070432: An Ordinance authorizing the Commissioner of Public Property to
execute and deliver to the Philadelphia Authority for Industrial Development a
deed for nominal consideration conveying fee simple title to certain properties
situate in an area bounded by Arch Street to the north, Walnut Street to the
south, 34th Street to the west and 32nd Street to the east in the City of
Philadelphia, with the buildings and improvements thereon, if any, for further
conveyance at fair market value.
Bill No. 070433: An Ordinance amending Section 9-213 of The Philadelphia Code,
entitled Farmers' Markets, by adding as a permissible location the sidewalk of
the west side of the 300 block of South 25th Street, all under certain terms and
conditions.
Bill No. 070434: An Ordinance authorizing the Commissioner of Public Property on
behalf of the City of Philadelphia to execute and deliver to the Philadelphia
Authority for Industrial Development, for nominal consideration, a deed
conveying fee simple title to all or part of certain parcels of land with the
buildings and improvements thereon located in the general vicinity of the
intersection of Penrose Ferry Road and Fort Mifflin Road for further conveyance
at fair market value, all under certain terms and conditions.
Bill No. 070435: An Ordinance constituting the Eighth Supplemental Ordinance to
the Amended and Restated General Airport Revenue Bond Ordinance; authorizing the
Mayor, the City Controller and the City Solicitor, or a majority of them, to
issue and sell one or more series of Airport Revenue Bonds of the City of
Philadelphia; designating the obligations to be refunded from certain proceeds
of such Airport Revenue Bonds; setting forth the use of proceeds; determining
the sufficiency of pledged Amounts Available for Debt Service; covenanting for
the payment of interest and principal; authorizing the Bond Committee to take
certain action with regard to the terms and conditions of the Airport Revenue
Bonds and related agreements and the elections under the Amended and Restated
General Airport Revenue Bond Ordinance; authorizing the Director of Finance to
take certain actions with regard to the sale of such Airport Revenue Bonds, the
investment of the proceeds thereof and the City's continuing disclosure
obligation; and specifying applicability of sections of The First Class City
Revenue Bond Act and the Amended and Restated General Airport Revenue Bond
Ordinance.
Bill No. 070436: An Ordinance authorizing the Philadelphia Authority for
Industrial Development (PAID) to file an application with the Office of the
Budget, Commonwealth of Pennsylvania, under the Redevelopment Assistance Capital
Program, in an aggregate amount not to exceed Five Hundred Thousand Dollars
($500,000) to assist in the development of the Metropolitan Area Neighborhood
Nutrition Alliance (MANNA) office and kitchen facilities; and authorizing the
City to enter into an agreement with PAID in furtherance of grant requirements;
all under certain terms and conditions.
Bill No. 070437: An Ordinance to amend the Philadelphia Zoning Maps by changing
the zoning designations of certain areas of land located within an area bounded
by Grant Avenue, Frankford Avenue, Pearson Street and I-95 Expressway.
Bill No. 070438: An Ordinance authorizing the Commissioner of Public Property on
behalf of the City of Philadelphia to execute and deliver to the Philadelphia
Authority for Industrial Development, for nominal consideration, a deed
conveying fee simple title to certain parcels of land, with the buildings and
improvements thereon, located on the southwest side of East Tioga Street between
North Delaware Avenue and I-95, for further conveyance at fair market value, all
under certain terms and conditions.
Bill No. 070439: An Ordinance amending Title 11 of The Philadelphia Code,
entitled Streets, by adding a new Chapter providing for the regulation of
portable on-demand storage units, by requiring permits prior to the placement of
such units upon any street; limiting the time the units may remain upon the
street; prohibiting the storage of certain items and materials inside the units;
and providing for penalties, all under certain terms and conditions.
Bill No. 070440: An Ordinance authorizing the Philadelphia Authority for
Industrial Development (PAID) to file an application with the Office of the
Budget, Commonwealth of Pennsylvania, under the Redevelopment Assistance Capital
Program, in an aggregate amount not to exceed Five Hundred Thousand Dollars
($500,000) to assist in the development of Pleasant Playground; and authorizing
the City to enter into an agreement with PAID in furtherance of grant
requirements; all under certain terms and conditions.
Bill No. 070441: An Ordinance amending Section 9-213 of The Philadelphia Code,
entitled Farmers Markets, by adding as a permissible location the sidewalk in
front of the Wyck House and Garden, located at 6012 through 6040 Germantown
Avenue, all under certain terms and conditions.
Bill No. 070442: An Ordinance amending Chapter 10-800 of The Philadelphia Code,
entitled Safety, by adding a new Section to prohibit the possession or
acquisition of firearms by persons charged with certain criminal offenses,
during the pendency of such charges, under certain terms and conditions.
Bill No. 070443: An Ordinance authorizing the Archdiocese of Philadelphia,
Office for Community Development, 222 N. 17th Street, Philadelphia, PA, 19103,
to construct, own and maintain raised planter clusters atop the sidewalks of the
2400, 2500, and 2600 blocks of Kensington Avenue, under certain terms and
conditions.
Bill No. 070444: An Ordinance authorizing and directing the revision of lines
and grades on a portion of City Plan No. 345 by striking from the City Plan and
vacating the legally open portions of Frogmoor Street from Wingohocking Street
to Cayuga Street, by placing on the City Plan O Street from Wingohocking Street
to Cayuga Street, by reserving and placing on the City Plan a right-of-way for
gas main purposes within the lines of Frogmoor Street being stricken from the
City Plan by authority of this Ordinance, and by placing on the City Plan a
certain variable width right-of-way for drainage purposes, all under certain
terms and conditions, including the dedication to the City, free and clear of
all encumbrances, of the bed O Street.
Bill No. 070445: An Ordinance authorizing the paving of O Street from
Wingohocking Street to Cayuga Street, under certain terms and conditions.
Bill No. 070446: An Ordinance authorizing the Commissioner of Public Property to
execute and deliver to the Philadelphia Authority for Industrial Development,
for nominal consideration, a deed conveying fee simple title to certain tracts
of City-owned land with buildings and improvements thereon, known as 234 Diamond
Street and 2052-64 North Philip Street located on the west side of North Philip
Street in the City of Philadelphia, for further conveyance at less than fair
market value.
Bill No. 070447: An Ordinance authorizing the Commissioner of Public Property,
on behalf of the City of Philadelphia (the City) to enter into a Sublease
Agreement (the Sublease) by and between the City and the Philadelphia Authority
for Industrial Development (PAID) providing for the leasing by PAID to the City
of a certain building known as the Tower Building; covenanting to make
appropriations in each of the City's fiscal years to provide for rental payments
due under the Sublease; authorizing the Director of Finance and other officials
of the City to take all actions necessary to accomplish the intent and purpose
of this Ordinance and the Sublease and other agreements; and authorizing
approval of all of the terms of the agreements and other documents and
amendments thereto by the Director of Finance and/or the City Solicitor.
Bill No. 070448: An Ordinance authorizing the Commissioner of Public Property,
on behalf of the City of Philadelphia, to convey the Citys interest in certain
tracts of land with the buildings and improvements thereon known as 1043-47
North Front Street, located on the east side of North Front Street, to the
Philadelphia Authority for Industrial Development for nominal consideration, for
further conveyance at fair market value.
Bill No. 070449: An Ordinance authorizing Thomas Jefferson University, 1020
Walnut Street, 6th Floor, Philadelphia, PA, 19107 and Thomas Jefferson
University Hospitals, Inc., 111 S. 11th Street, Philadelphia, PA 19107, to
construct, own and maintain street signs, lighted bollards, bike racks, and
trash receptacles from Chestnut Street to Walnut Street between Ninth Street and
Eleventh Street as part of a campus site improvement project, under certain
terms and conditions.
Bill No. 070450: An Ordinance granting permission to Nella Genovese, owner of
the property 614 S. 7th Street, Philadelphia, PA 19147, to operate and maintain
an open air sidewalk cafe on the south footway of Kater Street, under certain
terms and conditions.
Bill No. 070451: An Ordinance amending Section 9-604 of The Philadelphia Code,
entitled Refuse Collection, by requiring that dumpster lids remain closed at all
times and prohibiting refuse collection during certain time periods, all under
certain terms and conditions.
Bill No. 070452: An Ordinance authorizing the Commissioner of Public Property,
on behalf of the City of Philadelphia, to amend its sublease with the
Philadelphia Authority for Industrial Development as landlord and the City of
Philadelphia as tenant for office space at 1101 Market Street, under certain
terms and conditions.
Bill No. 070453: An Ordinance granting permission to Alia Banna and Jerry
Roseman, owners of the property 852 S. 2nd Street, Philadelphia, PA 19147, to
operate and maintain an open air sidewalk cafe on the west footway of S. 2nd
Street, under certain terms and conditions.
Bill No. 070454: An Ordinance authorizing the Commissioner of Public Property on
behalf of the City of Philadelphia to execute and deliver to the Philadelphia
Authority for Industrial Development, for nominal consideration, a deed
conveying fee simple title to certain parcels of land, with the buildings and
improvements thereon, located in an area bounded by North Front Street, Wildey
Street, Leopard Street and Richmond Street, for further conveyance at fair
market value, all under certain terms and conditions.
Bill No. 070455: An Ordinance authorizing the Commissioner of Public Property,
on behalf of the City of Philadelphia, to enter into a sublease agreement with
the Philadelphia Municipal Authority for the Citys use of space located on the
3rd floor of the Curtis Center, 601 Walnut Street, all under certain terms and
conditions.
Bill No. 070456: An Ordinance to amend the Philadelphia Zoning Maps by changing
the zoning designations of certain areas of land located within an area bounded
by Delaware Avenue, Shackamaxon Street (Extended), the Delaware River, and Ellen
Street (Extended); making certain designations relating to gross floor area,
height regulations and off-street parking; and providing that provisions
relating to the Commercial Entertainment District shall control over certain
other provisions; all under certain terms and conditions.
Bill No. 070457: An Ordinance authorizing and directing the revision of lines
and grades on a portion of City Plan Nos. 146 and 271 within an area bounded by
Delaware Avenue, Shackamaxon Street, a right-of-way for sewer maintenance within
the lines of former Shackamaxon Street, the Pierhead Line of the Delaware River,
a certain property line approximately 99 feet northeast of Ellen Street, Penn
Street, and Ellen Street, under certain terms and conditions.
Bill No. 070458: An Ordinance approving the Plan of Development for a Commercial
Entertainment District in the area generally bounded by Delaware Avenue,
Shackamaxon Street (extended), the Delaware River and Ellen Street (extended).
Bill No. 070459: An Ordinance providing for the submission to the qualified
electors of the City of Philadelphia of an amendment to the Philadelphia Home
Rule Charter creating the office of the Inspector General, as approved by
Resolution of the City Council; fixing the date of a special election for such
purpose; prescribing the form of ballot questions to be voted on; and
authorizing the appropriate officers to publish notice and to make arrangements
for the special election.
Bill No. 070460: An Ordinance authorizing and directing the revision of lines
and grades on a portion of City Plan No. 384 bounded by The Roosevelt Boulevard,
Southampton Road, Carter Road, and the Philadelphia-Bucks County Line, under
certain terms and conditions, including the dedication to the City, free and
clear of all encumbrances, of the beds of all streets proposed to be placed on
the City Plan by authority of this Ordinance and of a certain unopened portion
of the bed of Southampton Road.
Bill No. 070461: An Ordinance authorizing the paving of Dahlia Drive, Sunflower
Drive, Arbours Way, Marigold Lane, Veronica Lane, Honeysuckle Court, Foxglove
Lane, Iris Lane, Bluebell Court, Mimosa Drive, and Wildflower Way, under certain
terms and conditions.
Bill No. 070462: An Ordinance authorizing the President of the Fairmount Park
Commission, the Executive Director of Fairmount Park, and the Commissioner of
Public Property, on behalf of the City of Philadelphia, to enter into a Master
Ground Lease with the Philadelphia Authority for Industrial Development (PAID)
providing for the leasing by the City to PAID of certain land and the
improvements owned by the City, and under which PAID will be required to enter
into a Ground Sublease between PAID and The Barnes Foundation, pursuant to which
PAID will sublease the land and improvements to the Foundation for the
development, construction and operation of an art education facility;
authorizing City officials to take all actions necessary to accomplish the
intent and purpose of this Ordinance; all under certain terms and conditions.
Bill No. 070463: An Ordinance to amend the Philadelphia Zoning Maps, by changing
the zoning designations of land located within an area bounded by Pennsylvania
Avenue, Twentieth Street, the Benjamin Franklin Parkway, and Twenty-first Street
from partly Class REC Recreational and partly Class R-15 Residential to a single
designation of Class REC Recreational, under certain terms and conditions.
Bill No. 070464: An Ordinance granting permission to Manpants LLC, owner of
Johnny Brendas Tavern, tenant of the property 1201-03-05 Frankford Avenue and
109 E. Girard Avenue, Philadelphia, PA 19125, to operate and maintain an open
air sidewalk café on the northeast corner of Frankford Avenue & E. Girard
Avenue, under certain terms and conditions.
Bill No. 070465: An Ordinance granting permission to Diane Guzman, owner of the
property 812 N. Broad Street, Philadelphia, PA 19130, to operate and maintain an
open air sidewalk café on the west footway of N. Broad Street, under certain
terms and conditions.
Bill No. 070466: An Ordinance authorizing the Commissioner of Public Property,
on behalf of the City of Philadelphia, to terminate and extinguish an easement
to a three foot wide alleyway, abutting the rear of several City owned
properties located at 2633-2655 West Sedgley Avenue on the northwest side of
West Sedgley Avenue and 2113-2121 North 27th Street on east side of North 27th
Street.
Bill No. 070467: An Ordinance granting permission to Howard Foreman, owner of
Caribbean Feast Restaurant and owner of the property 1338-44 Rising Sun Avenue,
Philadelphia, PA 19140, to operate and maintain an open air sidewalk café on the
northeast corner of Rising Sun Avenue and Westmoreland Street, under certain
terms and conditions.
Bill No. 070468: An Ordinance authorizing the Commissioner of Public Property,
on behalf of the City of Philadelphia, to enter into an amendment to an existing
sublease between the Philadelphia Municipal Authority and the City of
Philadelphia for the Citys use of certain office space located at Two Penn
Center Plaza, under certain terms and conditions.
Bill No. 070469: An Ordinance amending Title 14 of The Philadelphia Code,
relating to Zoning and Planning, by amending Chapter 14-1400, entitled Parking
and Loading Facilities, by exempting mechanical access parking garages from
certain requirements, under certain terms and conditions.
