The following are the titles of Bills introduced in City Council on September
20, 2007
Bill No. 070670: An Ordinance authorizing the creation of a loan or loans to
provide funds for and toward various capital municipal purposes; authorizing the
Mayor, City Controller and City Solicitor or a majority or them to sell bonds at
public or private negotiated sale; setting forth the capital purposes and the
amounts for which the proceeds of the loan or loans will be expended, including
reimbursement of City capital expenditures; providing for the maturities and for
other terms and conditions and for the form of the bonds: providing that certain
bonds may be redeemable prior to maturity; providing sinking funds for the bonds
and for appropriations to the Sinking Fund Commission for the payment thereof;
authorizing agreements to provide credit or payment or liquidity sources for the
bonds and interest rate swaps in connection with issuance of the bonds, and
certain other actions; providing for obtaining the consent of the electors to
increasing the indebtedness of the City of Philadelphia; and fixing a day for
holding the election for obtaining such consent and providing for the
arrangements for holding such election.
Bill No. 070671: An Ordinance enacting a new Chapter 9-3200 of The Philadelphia
Code, entitled Shipping and Packaging Waste Reduction Ordinance, to prohibit the
use of disposable packaging materials that contain polystyrene foam and to
require the use of biodegradable/compostable or recyclable disposable packaging
materials by package shippers, city departments and city contractors and lessees
unless there is no affordable alternative; all under certain terms and
conditions.
Bill No. 070672: An Ordinance enacting a new Chapter 9-3100 of The Philadelphia
Code, entitled Food Service Waste Reduction Ordinance, to prohibit the use of
disposable food service ware that contains polystyrene foam and to require the
use of biodegradable/compostable or recyclable disposable food service ware by
food vendors, city facility food providers, city departments and city
contractors and lessees unless there is no affordable alternative; all under
certain terms and conditions.
Bill No. 070673: An Ordinance authorizing the issuance of one or more series of
general obligation bonds to provide funds to refund certain outstanding general
obligation bonds of the City of Philadelphia; authorizing the Mayor, City
Controller and City Solicitor or a majority of them to sell the bonds at public
or private negotiated sale; setting forth the purposes for which the proceeds of
the bonds will be expended; providing for the maturities and for other terms and
conditions and for the form of the bonds; providing that bonds may be redeemable
prior to maturity; providing sinking funds for the bonds and for appropriations
to the Sinking Fund Commission for the payment thereof; authorizing agreements
to provide credit enhancement or payment or liquidity sources for the bonds, and
agreements to manage interest costs and certain other actions.
Bill No. 070674: An Ordinance amending Section 14-1600 of The Philadelphia Code,
by adding a new Section, entitled 30th Street Special Controls District, all
under certain terms and conditions.
Bill No. 070675: An Ordinance authorizing Brandywine Cira South, L.P., owner and
developer for the Cira Centre South to construct, own and maintain various
encroachments to be installed in conjunction with a mixed-use development, under
certain terms and conditions.
Bill No. 070676: An Ordinance establishing a no parking regulation on 30th
Street between Market Street and Walnut Street.
Bill No. 070677: An Ordinance to amend the Philadelphia Zoning Maps by changing
the zoning designations of certain areas of land located within an area bounded
by 30th Street, Chestnut Street, Schuylkill Avenue and Walnut Street.
Bill No. 070678: An Ordinance regulating the direction of movement of traffic on
30th Street between Market Street to Walnut Street.
Bill No. 070679: An Ordinance amending Chapter 10-1200 of The Philadelphia Code,
entitled Posting of Signs, by authorizing code officials to issue a single code
violation notice for multiple sign violations by the same person, in certain
circumstances, and making certain technical changes, all under certain terms and
conditions.
Bill No. 070680: An Ordinance granting permission to The Ivy Hill Cemetery
Company to expand their cemetery or place of burial located at 1201 Easton Road.
Bill No. 070681: An Ordinance authorizing transfers in appropriations for Fiscal
Year 2008 within the general Fund from the Council to the Mayor Office of
Housing and Community Development and to the Department of Recreation.
Bill No. 070682: An Ordinance amending Section 9-208 of The Philadelphia Code,
entitled Sidewalk Cafes, by permitting sidewalk cafes to be maintained on
Germantown Avenue, both sides, between Creshiem Valley Road, and rex Avenue
under certain terms and conditions.
Bill No. 070683: An Ordinance amending Chapter 10-700 of The Philadelphia Code,
entitled Refuse and Littering, by adding a section creating a reward program for
the provision of information leading to a determination that an individual has
engaged in short dumping, all under certain terms and conditions.
Bill No. 070684: An Ordinance amending Title 17 of The Philadelphia Code,
entitled Contracts and Procurement, by enacting a new Chapter 17-500, entitled
Philadelphia Fair Criminal Record Standard, requiring a fair standards of
criminal record screening within the City of Philadelphia, all under certain
terms and conditions.
Bill No. 070685: An Ordinance granting permission to Muhammed Shaukat, owner and
operator of the newsstand located on the southwest corner of Tenth Street and
Filbert Street, to construct, use and maintain conduits for fiber optic
facilities in, under and across the southwest corner of Tenth Street and Filbert
Street, for the purpose of supplying electrical service and telephone service to
said newsstand.
Bill No. 070686: An Ordinance Authorizing Bodine Street Associates, their
successors and assigns, to own, operate, and maintain multi-level bay windows as
part of the residential development project at 1111 N. Bodine Street, under
certain terms and conditions.
Bill No. 070687: An Ordinance amending Section 14-102 of The Philadelphia Code,
entitled Definitions, by amending the definition of Night Club, all under
certain terms and conditions.
Bill No. 070688: An Ordinance amending Title 14 of The Philadelphia Code,
entitled Zoning and Planning, by adding a new Section 14-908 entitled, Queen
Village Neighborhood Conservation District.
Bill No. 070689: An Ordinance Authorizing CNO, LLC, their successors and
assigns, to own, operate, and maintain multi-level bay windows and decks as part
of the residential development project at 850 N. 3rd Street, under certain terms
and conditions.
Bill No. 070690: An Ordinance amending Title 14 of The Philadelphia Code,
entitled Zoning and Planning, by adding a new Section 14-1632, entitled
Convention Center Expansion Area Special District Controls, under certain terms
and conditions.
Bill No. 070691: An Ordinance amending Chapter 9-600 of The Philadelphia Code,
entitled Service and Other Businesses, by adding a new Section 9-614, entitled
Mandatory Use of Recyclable and Compostable Checkout Bags, all under certain
terms and conditions.
Bill No. 070692: An Ordinance amending Section 14-1402 of The Philadelphia Code,
entitled Parking in Residential Districts, by reducing parking requirements when
spaces for car sharing organizations are voluntarily provided, all under certain
terms and conditions.
Bill No. 070693: An Ordinance creating the Philadelphia Re-Entry Employment
Program (PREP) for Ex-offenders; in particular, amending Chapter 19-2600 of The
Philadelphia Code , entitled Business Privilege Taxes, to provide a PREP Tax
Credit for businesses that hire ex-offenders; directing various City officials
to take certain actions with respect to the employment of ex-offenders by the
public and private sector; and requiring those who contract with the City or who
receive certain financial benefits from the City to identify job opportunities
that may be available for ex-offenders and to take other action with respect to
the hiring of ex-offenders; all under certain terms and conditions.
Bill No. 070694: An Ordinance amending Section 9-208 of The Philadelphia Code,
entitled Sidewalk Cafes, by limiting the hours of operation of sidewalk cafes
located within certain areas of the City, and by making certain technical
changes, all under certain terms and conditions.
Bill No. 070695: An Ordinance amending Chapter 12-2700 of The Philadelphia Code,
entitled Permit Parking Districts, by increasing the permit parking and renewal
fees, within certain permit parking districts, for any vehicle in excess of one
per household, and making certain technical changes, all under certain terms and
conditions.
Bill No. 070696: An Ordinance authorizing the installation of a traffic light at
Sorrento Road and Conshohocken Avenue, the installation of stop signs on 47th
Street at the intersection of Conshohocken Avenue, and the removal of the
traffic light from 47th Street and Conshohocken Avenue.
Bill No. 070697: An Ordinance amending Section 10-609 of The Philadelphia Code,
entitled Public Urination or Defecation, by increasing the fine for violations
of such section, all under certain terms and conditions.
Bill No. 070698: An Ordinance amending Title 12 of The Philadelphia Code,
entitled Traffic Code, by amending Section 12-102, entitled Definitions, and
amending Section 12-1201 of The Philadelphia Code, entitled Authority To Install
Traffic-control Devices, to provide for the installation of variable speed limit
signs and pedestrian traffic control signals designed to meet the needs of the
disabled and senior citizens; all under certain terms and conditions.
Bill No. 070699: An Ordinance enacting a new Chapter 12-300 of The Philadelphia
Code, entitled Special Restrictions Upon Use of Vehicles Around Wheelchair Lift
Equipped Vehicles, to require a driver of a vehicle meeting or overtaking any
wheelchair lift equipped vehicle stopped on a highway or traffic way to stop at
least ten feet before reaching the wheelchair lift equipped vehicle when the red
hazard signal lights on the wheelchair lift equipped vehicle are flashing and
the wheel chair lift is deployed to load or unload a disabled passenger, and
providing for the reporting of and setting penalties for violations; all under
certain terms and conditions.
Bill No. 070700: An Ordinance authorizing the installation of all-way stop signs
at the intersection of Colfax Street and Stamford Street.
Bill No. 070701: An Ordinance establishing a no truck parking and tow-away
regulation on Hendrix Street, between Bustleton Avenue and West Centennial
Square, both sides.
Bill No. 070702: An Ordinance establishing a no parking anytime regulation on
the east side of Frankford Avenue, between Knights Road and Grant Avenue.
Bill No. 070703: An Ordinance granting permission to Steve Ricchini, owner and
operator of the newsstand located on the northwest corner of Fifteenth Street
and Market Street, to construct, use and maintain conduits for fiber optic
facilities in, under and across the northwest corner of Fifteenth Street and
Market Street, for the purpose of supplying electrical service and telephone
service to said newsstand.
Bill No. 070704: An Ordinance amending Title 19 of The Philadelphia Code,
entitled Finance, Taxes and Collections, by amending Section 19-2602, entitled
Licenses, by adding new conditions to the receipt or retention of the license,
all under certain terms and conditions.
Bill No. 070705: An Ordinance amending Chapter 20-600 of The Philadelphia Code,
entitled Standards of Conduct and Ethics, by adding anti-nepotism provisions
prohibiting City officers and employees, including all elected City Officers,
from taking or recommending certain personnel actions affecting family members,
under certain terms and conditions.
