The following are the titles of Bills introduced in City Council on January 24,
2008
Bill No. 080003: An Ordinance amending Section 20-101 of The Philadelphia Code,
entitled Residence Requirements, by providing that certain employees in the
civil service need not be a bona fide resident of the City when appointed, but
must establish and maintain bona fide residence in the City within six months
after appointment.
Bill No. 080004: An Ordinance amending Section 9-605 of The Philadelphia Code,
entitled Towing, by requiring every person licensed to engage in the business of
towing vehicles to accept credit cards and debit cards in payment of towing and
other charges, under certain terms and conditions.
Bill No. 080005: An Ordinance amending Title 13 of The Philadelphia Code,
entitled Water and Sewer, by adding a new Chapter regarding termination of water
and sewer service and prohibiting the termination of such service on certain
days, all under certain terms and conditions.
Bill No. 080006: An Ordinance providing for the submission to the qualified
electors of the City of Philadelphia of an amendment to the Philadelphia Home
Rule Charter separating and further defining the responsibilities of the City
Representative and the Commerce Department; fixing the date of a special
election for such purpose; prescribing the form of ballot questions to be voted
on; and authorizing the appropriate officers to publish notice and to make
arrangements for the special election.
Bill No. 080007: An Ordinance providing for the submission to the qualified
electors of the City of Philadelphia of an amendment to the Philadelphia Home
Rule Charter to provide for the creation of an Office of Inspector General, to
provide for the powers and duties of, and annual appropriations to, such Office,
to establish requirements for city officials and employees in connection with
the work of the Inspector General, and to otherwise provide for incorporation of
the Inspector General into the City government; fixing the date of a special
election for such purpose; prescribing the form of ballot questions to be voted
on; and authorizing the appropriate officers to publish notice and to make
arrangements for the special election.
Bill No. 080008: An Ordinance providing for the submission to the qualified
electors of the City of Philadelphia of an amendment to the Philadelphia Home
Rule Charter to allow the Administrative Board to increase the number of
deputies exempt from civil service in City departments; fixing the date of a
special election for such purpose; prescribing the form of ballot questions to
be voted on; and authorizing the appropriate officers to publish notice and to
make arrangements for the special election.
Bill No. 080009: An Ordinance authorizing transfers in appropriations for Fiscal
Year 2008 within the Grants Revenue Fund from the Director of Finance Provision
for Other Grants to the Police Department, the Law Department and the City
Commissioners.
Bill No. 080010: An Ordinance authorizing transfers in appropriations for Fiscal
Year 2008 from the General Fund, certain or all City offices, departments,
boards and commissions and from the Grants Revenue Fund, the Director of Finance
Provision for Other Grants to the General Fund, certain or all City offices,
departments, boards and commissions.
Bill No. 080011: An Ordinance amending Subcode PM of Title 4 of The Philadelphia
Code, entitled The Philadelphia Property Maintenance Code, by amending Section
PM-303.0, entitled General Property and Structural Maintenance, to require the
posting in occupied premises of certain information regarding the person or
business responsible for the maintenance and management of the building, all
under certain terms and conditions.
Bill No. 080012: An Ordinance amending Subcode PM of Title 4 of The Philadelphia
Code, entitled The Philadelphia Property Maintenance Code, by amending Section
PM-102.0, entitled Licensing, to amend the requirements for identifying a local
agent for service of notices and process, all under certain terms and
conditions.
Bill No. 080013: An Ordinance amending Title 9 of The Philadelphia Code,
entitled Regulation of Businesses, Trades and Professions, by adding a section
requiring property managers and managing agents to provide the City with certain
information in connection with the properties they manage and for which they
serve as managing agents, all under certain terms and conditions.
Bill No. 080014: An Ordinance amending Chapter 20-300 of The Philadelphia Code,
entitled Compensation, by revising the ranges of salaries the Mayor may specify
for certain appointed City officers.
Bill No. 080015: An Ordinance amending Chapter 10-800 of The Philadelphia Code,
entitled Safety, by adding a new Section to prohibit the possession or
acquisition of firearms by persons charged with certain criminal offenses,
during the pendency of such charges, under certain terms and conditions.
Bill No. 080016: An Ordinance amending Chapter 10-800 of The Philadelphia Code,
entitled Safety, by adding a new Section entitled Acquisition or Transfer of
Firearms to regulate the acquiring or transferring of any firearm within the
City of Philadelphia; all under certain terms and conditions.
Bill No. 080017: An Ordinance amending Chapter 10-800 of The Philadelphia Code,
entitled Safety, by adding a new Section entitled Temporary Removal Of Firearms
Of Persons Posing A risk Of Imminent Personal Injury To Self Or Others.
Bill No. 080018: An Ordinance amending Chapter 10-800 of The Philadelphia Code,
entitled Safety, by adding a new Section, entitled Prohibited Possession, Sale
and Transfer of Firearms by Persons Subject to Protection From Abuse Orders.
Bill No. 080019: An Ordinance amending Bill No. 070263 (approved September 20,
2007), entitled An Ordinance authorizing Northern Star Developments LLC, 5 Eiker
Road, Cranberry, NJ 08512, owner of the property at 1617 N. 2nd Street,
Philadelphia, PA 19122, to construct, own and maintain multi-level bays and
balconies as part of the Oxford Mews residential development project, under
certain terms and conditions, by providing that the Bill shall take effect
immediately, and by extending the time for compliance with the conditions stated
therein.
Bill No. 080020: An Ordinance amending Title 22 of The Philadelphia Code,
entitled Public Employees Retirement Code, to make elected officials ineligible
to participate in the Deferred Retirement Option Plan (DROP), all under certain
terms and conditions.
Bill No. 080021: An Ordinance amending Chapter 17-1300 of The Philadelphia Code,
entitled Philadelphia 21st Century Minimum Wage Standard, by amending the
minimum wage standard that regulates the wages employers subject to that Chapter
must pay to employees covered by that Chapter, and by requiring such employers
to provide certain benefits to such employees, all under certain terms and
conditions.
Bill No. 080022: An Ordinance amending Section 19-2604 of The Philadelphia Code,
relating to tax rates, credits and alternative tax computation for the business
privilege tax, by reducing certain tax rates; all under certain terms and
conditions.
Bill No. 080023: An Ordinance amending Chapter 17-1500 of The Philadelphia Code,
entitled Annual Disparity Study and Participation Goals, by requiring certain
additional information to be included in the Finance Directors required annual
report, under certain terms and conditions.
Bill No. 080024: An Ordinance amending Chapter 9-200 of The Philadelphia Code,
entitled Commercial Activities on Streets, by adding a new Section providing for
the certification of tour guides in certain areas of the City, establishing
requirements for such certification, and providing for penalties for violations,
all under certain terms and conditions.
Bill No. 080025: An Ordinance amending Chapter 17-100 of The Philadelphia Code,
entitled Procurement Contracts, by adding a new Section, providing that any
contract for the construction, extension or major renovation of certain
buildings, paid for with public funds, contain a provision requiring the
contractor to certify that a certain level in energy and design efficiency will
be achieved, in accordance with the Leadership in Energy and Environmental
Design (LEED) Rating System, or that equivalent standards will be met, requiring
LEED certified professionals, and by providing for penalties, all under certain
terms and conditions.
Bill No. 080026: An Ordinance amending Chapter 9-3100 of The Philadelphia Code,
entitled Use of Mercury in Dentistry, by requiring dental offices to install,
operate and maintain separator systems that permit the recycling of mercury
waste, adding definitions and making certain technical changes, all under
certain terms and conditions.
Bill No. 080027: An Ordinance to amend the Philadelphia Zoning Maps by changing
the zoning designations of certain areas of land located within an area bounded
by Christopher Columbus Boulevard, (former) Reed Street, the Delaware River, and
Tasker Street (Extended), under certain terms and conditions.
Bill No. 080028: An Ordinance approving the Plan of Development for a Commercial
Entertainment District in the area generally bounded by former Reed Street,
Tasker Street (Extended), Christopher Columbus Boulevard, and the Delaware
River.
Bill No. 080029: An Ordinance authorizing the vacating of Byberry and Bensalem
Road from Southampton-Byberry Road to the Philadelphia and Bucks County Line and
the vacating of Burling Avenue from the Roosevelt Boulevard to a dead end
approximately three thousand nine hundred (3,900) feet southeast of the
Roosevelt Boulevard, under certain terms and conditions.
Bill No. 080030: An Ordinance authorizing the paving of St. Thomas Drive, under
certain terms and conditions.
Bill No. 080031: An Ordinance authorizing the paving of Cates Way, under certain
terms and conditions.
Bill No. 080032: An Ordinance amending Chapter 10-800 of The Philadelphia Code,
entitled Safety, by adding a new Section entitled Failure to Report Lost or
Stolen Firearm, by requiring prompt notification of lost or stolen firearms and
imposing penalties.
Bill No. 080033: An Ordinance amending Section 10-800 of The Philadelphia Code,
entitled Safety, by adding a new Section 10-821a, entitled Contraband Weapons,
Accessories and Ammunition, providing for the prohibition and registration of
certain assault weapons and imposing penalties.
Bill No. 080034: An Ordinance amending Chapter 10-800 of The Philadelphia Code,
entitled Safety, by adding a new Section 10-834, entitled Sale or Transfer of
Ammunition, to require all sales of ammunition for firearms to be reported to
the City of Philadelphia Police Department and to require that Department to
maintain a registry of such reports; all under certain terms and conditions.
Bill No. 080035: An Ordinance amending Chapter 10-800 of The Philadelphia Code,
entitled Safety, by adding a new Section 10-831, entitled Straw and Multiple
Handgun Purchase Reduction, to limit purchases of handguns by Philadelphia
residents to one a month, and to prohibit straw purchases of handguns utilized
by criminals for the purpose of evading the one handgun a month limitation; all
under certain terms and conditions.
Bill No. 080036: An Ordinance amending Chapter 10-800 of The Philadelphia Code,
entitled Safety, by adding a new Section, entitled Reporting Requirements Upon
the Application for or Renewal of a License to Carry a Firearm, to provide for
certain reporting requirements for the issuance or renewal of licenses to carry
firearms within the City of Philadelphia; all under certain terms and
conditions.
