The following are the titles of Bills introduced in City Council on January 31,
2008

Bill No. 080075: An Ordinance amending Chapter 10-1200 of The Philadelphia Code,
entitled Posting of Signs, by authorizing code officials to issue a single code
violation notice for multiple sign violations by the same person, in certain
circumstances, and making certain technical changes, all under certain terms and
conditions.

Bill No. 080076: An Ordinance amending Bill No. 070368, entitled An Ordinance
approving the Fiscal Year 2008 Capital Budget providing for expenditures for the
capital purposes of the Philadelphia Gas Works (including the supplying of funds
in connection therewith) subject to certain constraints and conditions, and
acknowledging receipt of the Forecast of Capital Budgets for Fiscal Years 2009
through 2013 by approving a revised Capital Budget for Fiscal Year 2008.

Bill No. 080077: An Ordinance continuing a neighborhood improvement district
beyond the date of termination of such district in an area that generally
includes both sides of Ridge Avenue from Main Street to 7220 Ridge Avenue and
certain blocks of streets that intersect that portion of Ridge Avenue and which
is known as the Roxborough District (District); continuing the designation of
the Roxborough Development Corporation, a Pennsylvania nonprofit corporation, as
the Neighborhood Improvement District Management Association for the District;
approving a plan for the District, including a list of proposed improvements and
their estimated cost, and providing for assessment fees to be levied on property
owners within the District; authorizing the Director of Commerce, on behalf of
the City, to execute an agreement with the Roxborough Development Corporation
relating to the District; and authorizing the Roxborough Development Corporation
to assess property owners within the District a special property assessment fee
to be used in accordance with the approved plan; all in accordance with the
provisions of the Community and Economic Improvement Act, and under certain
terms and conditions.

Bill No. 080078: An Ordinance authorizing the President of the Fairmount Park
Commission, the Executive Director of Fairmount Park, and the Procurement
Commissioner, on behalf or the City of Philadelphia, to enter into a concession
agreement with Billy Casper Golf, LLC, under which Billy Casper Golf, LLC, would
improve, operate, manage and maintain four 18-hole golf courses and one sports
center under the jurisdiction of the Fairmount Park Commission, including Olde
Course and Karakung Course at Cobbs Creek Golf Club, Franklin D. Roosevelt Golf
Course, John D. Byrne Golf Course, and the City Line Sports Center; all under
certain terms and conditions.

Bill No. 080079: An Ordinance providing for the submission to the qualified
electors of the City of Philadelphia of an amendment to the Philadelphia Home
Rule Charter to create an Independent Police Advisory Commission and provide for
its funding, and to empower Council to provide by ordinance for the appointment,
powers and duties of such Commission, as approved by Resolution of the City
Council; fixing the date of a special election for such purpose; prescribing the
form of ballot question to be voted on; and authorizing the appropriate officers
to publish notice and to make arrangements for the special election.

Bill No. 080080: An Ordinance amending Title 14 of The Philadelphia Code,
entitled Zoning and Planning, by adding a new Section 14-908, entitled Queen
Village Neighborhood Conservation District.

Bill No. 080081: An Ordinance granting permission to Shailesh Tilvawala, owner
and operator of the newsstand located on the northeast corner of Eighth Street
and Market Street, to construct, use and maintain conduits for fiber optic
facilities in, under and across the northeast corner of Eighth Street and Market
Street, for the purpose of supplying electrical service and telephone service to
said newsstand.

Bill No. 080082: An Ordinance to amend the Philadelphia Zoning Maps by changing
the zoning designations of certain areas of land located within an area bounded
by Delaware Avenue, former Marlborough Street right-of-way, the Delaware River
and the former Shackamaxon Street.

Bill No. 080083: An Ordinance authorizing and directing the revision of lines
and grades on a portion of City Plan Nos. 12-S, 19-S, 71, 238, and 308 by
revising the curblines and grades of Christopher Columbus Boulevard from a point
approximately nine-hundred feet south of Spruce Street to a point approximately
one-thousand two-hundred feet south of Tasker Street, by revising the curblines
and grades of Tasker Street from Christopher Columbus Boulevard to a point
approximately two-hundred fifty feet westwardly therefrom, by striking from the
City Plan and vacating Tasker Street from Christopher Columbus Boulevard to a
dead end approximately seven-hundred ten feet eastwardly therefrom, by reserving
and placing on City Plan a right-of-way for drainage purposes, water main
purposes, gas main purposes, and public utility purposes within the lines of
Tasker Street being stricken from the City Plan by authority of this Ordinance,
by striking from the City Plan and abandoning a certain right-of-way for water
main purposes within the lines of former Dickinson Street from Christopher
Columbus Boulevard to the Pierhead Line of the Delaware River, and by placing on
City Plan a right-of-way for drainage purposes in a location to be determined by
the Water Department, all under certain terms and conditions.

Bill No. 080084: An Ordinance authorizing the President of the Fairmount Park
Commission, the Executive Director of Fairmount Park, and the Public Property
Commissioner, on behalf of the City of Philadelphia, to enter into a lease with
the Philadelphia Authority for Industrial Development (PAID), to lease
City-owned land south of Shelmire Avenue adjacent to the campus of the Fox Chase
Cancer Center, Inc. (Fox Chase) to PAID, under which PAID will enter into a
sublease with the Fairmount Park Conservancy (Conservancy), a Pennsylvania
nonprofit corporation, under which the Conservancy would enter into a
sub-sublease and other agreements with Fox Chase, pursuant to which Fox Chase
will construct, maintain, and operate cancer research and treatment facilities
on the property; and authorizing the President of the Fairmount Park Commission,
the Executive Director of Fairmount Park, the Public Property Commissioner, and
the City Solicitor to enter into additional agreements and take all other
actions necessary to complete the transaction contemplated by this Ordinance;
all under certain provisions.

Bill No. 080085: An Ordinance amending Title 9 of The Philadelphia Code,
entitled Regulation of Businesses, Trades and Professions, by adding a new
Section 9-630, entitled Sale of Used Cars, providing for protections against
sale of cars in need of substantial repairs, commonly known as a Lemon Law; all
under certain terms and conditions.

Bill No. 080086: An Ordinance amending Title 9 of The Philadelphia Code, by
amending Section 9-203 relating to Street Vendors and Section 9-205 relating to
Sidewalk Sales, by prohibiting street and sidewalk vending on certain portions
of 17th Street.
