AN ORDINANCE

Amending Chapter 12-900 of The Philadelphia Code, entitled "Parking Regulations and
Penalties," by regulating on-street parking of boats, motor homes, truck campers and
vending carts, and amending Section 12-2405, entitled "Removal or Immobilization of
Parked Vehicles; Notice," and Section 12-2809, entitled "Civil Penalties and Costs," to
provide for penalties and towing for violations; all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Chapter 12-900 of The Philadelphia Code is hereby amended to read as
follows:

CHAPTER 12-900. PARKING REGULATIONS AND PENALTIES.

§12-919. On-Street Parking of Boats, Motor Homes, Truck Campers and Vending Carts.

(1) Definitions. In this Section , the following definitions shall apply:

(a) Block. An area of land bounded by streets which are confirmed on the
City Plan and legally open.

(b) Motor Home. As defined in the Vehicle Code at 75 Pa.C.S. §102.

(c)  Truck Camper. As defined in the Vehicle Code at 75 Pa.C.S. §102.

(2) Prohibited Conduct.  No person shall park a boat, motor home, truck camper
or vending cart for more than thirty (30) days in any on-street parking space located on a

single block of any street or highway. Any boat, motor home, truck camper or vending
cart parked in an on-street parking space shall be on wheels and readily movable.

§[12-919] 12-920. Penalty.

(1)    Any person violating any of the provisions of this Chapter shall be liable
for payment of fines, costs and additional fees prescribed and assessed in accordance with
the provisions of Chapter 12-2800 of this Title.


SECTION 2. Section 12-2405 of The Philadelphia Code is hereby amended to read as
follows:

§ 12-2405. Removal or Immobilization of Parked Vehicles; Notice.

(1)    Any vehicle may be removed, by means of towing to the nearest Official
Towing Station or immobilized for up to seventy-two (72) hours by means of applying a
boot and then towed to the nearest Official Towing Station if not reclaimed, by or under
the direction of a member of the Department, or its designated agent whenever any
vehicle is:

(j) parked in violation of §12-919, relating to parking of any boat, motor home,
truck camper or vending cart for more than thirty (30) days in any on-street parking
space.

SECTION 3. Section 12-2809 of The Philadelphia Code is hereby amended to read as
follows:

§ 12-2809. Civil Penalties and Costs.

(2)    Any person violating the following provisions of Title 12 shall, upon a
final finding of liability pursuant to this Chapter 12-2800, be liable for payment of the
civil penalty indicated, in addition to the costs and fees set forth in subsection 12-
2809(1):
