The following are the titles of Bills introduced in City Council on June 5, 2008
Bill No. 080540: An Ordinance authorizing the Commissioner of Public Property
and the Executive Director of Fairmount Park to enter into an air rights license
agreement with Main Street Partners, LP allowing Main Street Properties, LP to
construct a deck over a certain portion of the Manayunk Canal Towpath at 2
Rector Street under certain terms and conditions.
Bill No. 080541: An Ordinance authorizing the Commissioner of Public Property,
on behalf of the City of Philadelphia, to lease from The School District of
Philadelphia certain property located in the vicinity of Byberry and Academy
Roads for further sublease to the Academy Sports Association under certain terms
and conditions.
Bill No. 080542: An Ordinance providing for the submission to the qualified
electors of the City of Philadelphia of an amendment to Section 7-400 of the
Philadelphia Home Rule Charter set forth in a Council Resolution prohibiting the
Civil Service Commission from imposing any fee to apply for employment with the
City; fixing the date of a special election for such purpose; prescribing the
form of ballot question to be voted on; and authorizing the appropriate officers
to publish notice and to make arrangements for the special election.
Bill No. 080543: An Ordinance authorizing the creation of a loan or loans to
provide funds for and toward various capital municipal purposes; authorizing the
Mayor, City Controller and City Solicitor or a majority of them to sell bonds at
public or private negotiated sale; setting forth the capital purposes and the
amounts for which the proceeds of the loan or loans will be expended, including
reimbursement of City capital expenditures; providing for the maturities and for
other terms and conditions and for the form of the bonds; providing that certain
bonds may be redeemable prior to maturity; providing sinking funds for the bonds
and for appropriations to the Sinking Fund Commission for the payment thereof;
authorizing agreements to provide credit or payment of liquidity sources for the
bonds and interest rate swaps in connection with issuance of the bonds, and
certain other actions; providing for obtaining the consent of the electors to
increasing the indebtedness of the City of Philadelphia; and fixing a day for
holding the election for obtaining such consent and providing for the
arrangements for holding such election.
Bill No. 080544: An Ordinance authorizing the revision of lines and grades on a
portion of City Plan No. 163 by relocating the southwesterly houseline and
curbline of Ridge Avenue near Calumet Street; by relocating the northwesterly
houseline and curbline of Calumet Street from Ridge Avenue to the Fairmount Park
Line; by striking from the City Plan East River Road from Calumet Street
northwestwardly to its terminus; and vacating the portions of said East River
Road laying outside the lines of Fairmount Park; all under certain terms and
conditions.
Bill No. 080545: An Ordinance amending Section 12-902 of The Philadelphia Code,
entitled Parking for Certain Purposes Prohibited, by prohibiting the standing or
parking of any boat on the roadway for the purpose of sale, washing, greasing or
repairing and amending Section 12-2405, entitled Removal or Immobilization of
Parked Vehicles; Notice, to provide for towing of boats parked for the purpose
of sale and Section 12-2809, entitled Civil Penalties and Costs, to provide for
penalties for violations; all under certain terms and conditions.
Bill No. 080546: An Ordinance amending Subcode PM (The Philadelphia Property
Maintenance Code) of Title 4 of The Philadelphia Code, entitled The Philadelphia
Building Construction and Occupancy Code, by amending Section PM-302.4, entitled
Grading and Drainage, by adding certain structures to the provisions prohibiting
the accumulation of stagnant water, and making certain technical changes, all
under certain terms and conditions.
Bill No. 080547: An Ordinance amending Title 9 of The Philadelphia Code,
entitled Regulation of Businesses, Trades and Professions, by adding a new
Chapter providing for the licensing of day care centers and other child care
programs, and providing for licensing fees and penalties, all under certain
terms and conditions.
Bill No. 080548: An Ordinance amending Section 2 of Bill No. 050510, approved
November 17, 2005, entitled An Ordinance to amend the Philadelphia Zoning Maps
by changing the zoning designations of certain areas of land located within an
area bounded by Allegheny Avenue, Collins Street, Westmoreland Street and Tulip
Street, by extending the period of compliance.
Bill No. 080549: An Ordinance amending Chapter 10-700 of The Philadelphia Code,
entitled Refuse and Littering, by increasing the penalties for owners of private
premises and vacant private premises who dont maintain their premises, or the
sidewalk in front of such premise, free of litter.
