Harrisburg to deprive the City of the rights which were embodied
in our Home Rule Charter, for instance the right to decide our
own tax structure.
It seems that the state constantly criticizes the City, but it
repeatedly interferes with the City's efforts to take care of
itself (for instance, annulling our gun control ordinance), and
the state shirks its own responsibilities (for instance, the
legal responsibility to pay for all court costs, and the
Constitutional responsibility to provide a thorough and
efficient education). We the citizens appreciate your refusal
to go along with this behavior.

Please vote NO on Senate Bill 1100. Philadelphia is a beautiful
city. It's attractiveness is not for sale, neither to the
billboard industry nor the members of the state legislature who
endorse this ammendment denying the citizens of Philadelphia
their constitutional right to express their opinions on the
scams being perpetrated behind their backs
