Harrisburg to deprive the City of the rights which were embodied
in our Home Rule Charter, for instance the right to decide our
own tax structure.

It seems that the state constantly criticizes the City, but it
repeatedly interferes with the City's efforts to take care of
itself (for instance, annulling our gun control ordinance), and
the state shirks its own responsibilities (for instance, the
legal responsibility to pay for all court costs, and the
Constitutional responsibility to provide a thorough and
efficient education). We the citizens appreciate your refusal
to go along with this behavior.

Please do not support PA Senate Bill 1100. This is a clone of
Phila. City Countil Bill 629, which I also opposed, and which
was defeated. It smacks of a violation of civil rights to even
propose the gagging of citizens of the city who wish to appeal
decisions of the Zoning Board of the City of Phladelphia. If the
city defeated the proposed bill to gag dissent, it should be no
business of the state government to force it upon us!
