It is clear to many that the city must change the way it does
business in order to prosper and grow in the coming years. The
status quo that has crippled the thinking of many in public
service has to be undermined by open and honest dealings in city
hall. Open so that citizens may know who benefits from city
awarded contracts and are aware of any benefits that may accrue
to public sector employees. Honest so that the best and
brightest may have a fair shot at doing work for the city.
Change is an especially difficult thing to achieve in this city
but this is one thing we must do in order to restore the
confidence of the ordinary citizen. Confidence in the integrity
of city dealing will only further spike a growing swell of civic
pride that has seen the re-birth of many neighborhoods such as
mine. We must show everyone in the business world that we can
accept a new way of conducting ourselves in a open honest and
fair fashion VOTE FOR PAT TO PLAY REFORM!

I urge you strongly to support Councilman Nutter's legislation
to stop the "pay to play" system that is currently in place in
Philadelphia. Our great city & its citizens deserve so much
more from elected officals that the same old "that's the way
it's always been done here" excuse that we've heard for so many
years. Now is the time to display some determination &
intelligence and work for changes that will help our city to
regain some dignity and respect. I applaud those of you who

greater peace: to continue to allow the cancerous cells of
corruption to thrive in Philadelphia, destroying a once vibrant

To all the councilmembers not in support of Pay to Pay
legislation and Mayor Street:

I urge you to support the legislation proposed by Councilman
Nutter for several reasons. If you want to run this city
properly economically and ethically, Pay to Play has got to
go!!! This city needs to create a fair playing field when it
comes to bids for contracts here. We must say good-bye to the
parochial view of that's just the way it is here in Philadelphia
and just accept that we can't do any better--WE HAVE TO DO
BETTER!!!!
Why do you think this city is in the economic mess it finds
itself it? The city has been awarding contracts unfairly (read-
"...if you support me, you're going to get rewarded..." Mayor
Street) and it is costing us. The city needs to do away with no-
competition contracts- successful businesses don't operate in
this manner, neither should a city that strives to be great.
We are a city striving to be great, aren't we??

What sort of message do you think this sends to potential
business owners who are contemplating moving offices or
headquarters to Phila. proper (read:not the suburbs)? I know if
I were a business owner, I would not want to invest in a city
that doesn't play fair, since it won't benefit my company in the
least.
This city can do better- this city has to do better. We can't
continue to lose residents and businesses. But, for me
personally, I will chose to vote with my feet and move, rather
that support unfair business practices with MY TAX DOLLARS!!!!

I urge you for the citizens of this city- DO THE RIGHT THING!!!
Support Michael Nutter's legislation and let's bring some pride
back to the city and city government.

I tried to call Blackwell's office, but the phone was busy. It
is always busy.
Please pass the pay to play legislation. As a city business
owner who employs people, uses local vendors, and pays an
excessive and unfair BPT taxes, I expect the city government to
be held to the highest standards. After all the taxes I pay, a
business as small as mine doesn't have money to "pay to play".
Make the playing field fair or my money, jobs, and taxes will go
where it is.
