Foxwoods will pay at most $1 million per year to neighbors

Foxwoods Philadelphia Casino will pay at most $1 million to offset harm to affected neighborhoods according to a deal struck with the state Gaming Board. The so-called Statement of Conditions makes it a condition of licensure that Foxwoods pay no more than $1 million to fund a special services district. The row house neighborhood of Pennsport is located less than 500 ft from the Foxwoods site at Reed and Columbus.

The deal contains a total of 64 conditions ranging from requiring Foxwoods to pay its "fair share" of a new I-95 exit ramp to using unionized labor when constructing its casino. There is no requirement that Foxwoods use unionized labor once its casino is built, however.

The Statement was signed by Foxwoods Executive Gary Armentrout on July 11, 2007, about a week before the Supreme Court dismissed the last remaining challenge to Foxwoods' license, an appeal brought by unsuccessful applicant Riverwalk Casino.

A signed Statement of Conditions is one of three major conditions Foxwoods must meet in order to receive its license according to Gaming Board regulation 423.6. The other conditions are that Foxwoods pay all applicable fees, including its $50 million licensing fee and that the Casino satisfy various statutory conditions.

"Failure to fully comply with any provision contained in an executed Statement of Conditions shall constitute a violation of the Statement of Conditions and may result in the imposition of Board-imposed administrative sanctions, up to and including revocation," the regulations state.
