INPUT HEARINGS INSTRUCTIONS
Those who cannot attend or speak at the public input hearings may submit
written comments for inclusion in the evidentiary record that will have
a weight equal to testimony presented in person. The comment-submission
form is found on the following pages of this document. People who submit
written comments will have until June 2, 2006, to send their comments by
mail to the Gaming Control Board for inclusion in the evidentiary

Ms. Neeb, can you confirm that the PGCB will accept written comments
faxed to its Harrisburg offices by June 2, 2006 into the written

I'd appreciate a reply by 5 pm this Wednesday, May 3, 2006.

Dear Ms. Neeb:

Thank you for your prompt reply to my query.

Faxes are frequently used in the judicial and business worlds to
communicate binding contracts and orders.  I am  a bit puzzled,
therefore, by PGCB's insistence on originals.

1. Are you aware of any law that would prohibit PGCB from accepting
faxes, signed or unsigned, into its written, evidentiary record?

2. What is PGCB's legal authority for its requirement that testimony
be submitted by mail and be signed?

3. How are Pennsylvania citizens who do not know how to read or write
or whose disability prevents them from writing supposed to submit
written testimony to the PGCB?  What alternatives to a normal
signature is PGCB willing to accept in these cases?

I'd appreciate a reply by 5 pm Monday, May 8, 2006 to my questions.
