The Northern Liberties Neighbors Association supports the repeal of Pennsylvania Act 71, which legalizes gambling in the state of Pennsylvania.
The Northern Liberties Neighbors Association opposes the licensing of any casino facility at the site of the former City of Philadelphia incinerator at the intersection of Delaware Avenue and Spring Garden Street, for which the Riverwalk casino currently is proposed.

Whereas, members of the Northern Liberties community have concerns about the impact of casinos located on the Delaware riverfront, and the Northern Liberties Neighbors Association (NLNA) is charged with representing the community interest; and
Whereas, the NLNA wishes to avoid conflicts of interest and the appearance of conflicts of interest;
Be It Resolved, that the NLNA will not accept any money, goods or services from any casino applicant or operator prior to licensing by the Pennsylvania Gaming Control Board, with the following two clarifications:
(1) Prior to licensing, the NLNA may enter into written community benefits agreements with casino applicants, which agreements may promise money and/or services to the community in the future, via a Special Services District or similar structure; and
(2) Consistent with its policy and past practice with other types of large development projects, the NLNA may accept funds from casino applicants to pay for attorneys and other professional experts, of the NLNA's choosing, for the sole purpose of assisting the NLNA in negotiating and writing the aforementioned community benefits agreements.
