We are not a free country
I have been paying child support for the last seven years.
Last year the company I worked for went out of business, causing
me great grief.
I started falling behind on my child support payments while I
was looking for a new job.
Along came the technical unit of Philadelphia, and they decide
to twists my arm to get the money.
When I was not able they suspended my driver license, knowing
that I was not working.
Now not only am I out of work but now I don't have a license to
find work.
Then another department for child support gives me this great
opportunity to join a program that helps you get back
On your feet, it is a very good program but, the people at the
tactical enforcement unit doesn't accept what they are doing.
And will not work with them.DONT YOU PEOPLE TALK TO EACH OTHER.
BEFOR YOU MAKE A DESISION WITH A FAMILYS LIFE OR DONT YOU CARE
IS IT A RACE TO SEE WHO CAN COLECT THE MOST MONEY AT GUN POINT.??
So on one hand they are helping you and on the other hand they
are making sure you can't proceed unless you hand over
A lump sum of money to the technical unit.
So here you are with a great opportunity yet the technical unit
will not let you get a new or fresh start.
So in return you face going to jail because your not paying
child support, but it is the same people that are stopping
You from getting a good job.
Even when you explain to the technical unit that the judge put
you in this program so you can get a job.
They don't care all they want is money, so why have the program.
I WAS TOLD "WHAT JUDGE ARE YOU TALKING ABOUT WE (THE TACTICAL
UNIT AND PENDOT) RUN THIS PROGRAM NOT ANYONE ELSE "COME BACK
WHEN YOU HAVE THE MONEY
To be in the program you put your self out of work for six
months to go through the program, all along being told
That once you get a job they will give you back your license.
No again the Philadelphia technical unit refuses to work with
the program and it becomes all a big waste of time.
In the mean time you start to get behind in all your bills
because of not having a license to drive an go to a job.
This ordeal has cost me to lose my house to A SHERIFF'S SALE
Something is wrong here, they are imprisoned you with no way
out .
I WILL TRY TO GET ONE OF THE NEWS CHANELS TO COME TO THIS COURT
SOMETHING HAS TO BE DONE HERE.

Honorable Judge Dougherty,
This letter is in regards to the Victor Rodriguez case. I am
writing to request that you continue to pursue the truth
concerning the identity of the other individuals involved and
the whereabouts of Edna.
I believe that cruelty to animals leads to violence towards
other humans. Victor needs help and rehabilitation; however,
unless he receives the strictest punishment allowed, the
message received will be that animal cruelty is not a grave
concern and, therefore, is beyond serious recrimination.
Please recognize the link between animal cruelty and violence
towards humans by punishing Victor to the fullest extent of the
law, by demanding to know the identity of the others involved
and demanding to know the location of Edna.

Honorable Judge Dougherty,
I want to extend my heartfelt thanks to you for the response I
received from your office regarding the previous fax I sent in
August.
The contempt hearing of 09/20/07 presided over by the Honorable
Judge Ivanoski reinforced my belief and support of our city's
justice system. While my situation with my grandson is far from
over, I have a new found trust in the courts fairness. The
respondent in my case, the father of my grandson, continues to
deny the financial support due my grandson. In spite of the
clear and concise detailed explanation of his financial
responsibility given him by Honorable Judge Ivanoski he
continues to thumb his nose at the court and has not paid on his
child support order other than to purge himself from the 6
months incarceration. Obviously his payment was self serving and
not to ensure his son is provided for. Though the father has the
nerve to sue me for custody, for which an expedited hearing will
be upcoming approximately 12/21/07. I have NEVER denied the
father access to his son. I cannot force a father to be a
parent or to want to be in his son's life. How can I be sued
for custody when in the past 2 years the father has NEVER made a
single, selfless, attempt to see or care that his son was safe
and secure, when he, the father, was made fully aware that it
was of extreme urgency to assume custody and made an informed
decision not to do so. Only after the child support order was
entered as a permanent record did the father decide that he
wants to be a dad.
I was a single parent who raised 4 boys that are now well
adjusted grown adults.
I will fight for my grandson to ensure his safety and that he
will be with those who actually want him and love him beyond and
above all else and not because he is a deduction or a strain on
the purse strings. My grandson deserves absolutely no less. May
I also add, that my 6 y.o. grandson is THRIVING, well adjusted,
socially and emotionally secure and truly happy. To undo this
would certainly not be in the best interest of his well being.
My faith is my strength. God bless all of you who are charged
with the difficult task of making life affecting decisions.

I am the COO of a residential treatment center in NJ called
Bonnie-Brae. We are 90 years old and serve about 100 kids age 8-
18. It was brought to my attention that you recently were
dissatisfied with one of the centers providing treatment for
troubled youth from Philadelphia. I would like to offer the
possibilty for an alternative treatment center for at least some
of your kids. I know there is a process for becoming a provider
but have been unsuccesful in communicating with any relevant
persons to discuss the possibility. If you could provide some
direction for such I would be most appreciative. I know we share

company for over a year now to help track down a dead beat dad

I have repeatedly made your office aware that this indivual has
not been seen or heard around here in a long time. We used to
use him on an as needed basis as an independent contractor. He
was not full time and most of the time he never showed up anyway
due to being in hospitals or jails or something along those
lines. Your office continues to ask for employment records for
the past 6 months and I continue to tell your office that I have
not seen or heard from this fella in well over a year. I have
contacted you via US mail and telephone calls to no avail. I do
not know what to do at this point other than to make a public

Honorable Judge Dougherty,
I am a 57 y.o grandmother raising my 6 y.o. grandson. I have an
upcoming Failure To Comply hearing September 20 against my
grandson's father. I have complied and followed the required
protocol of the Philadelphia Family Court to ensure my grandson
receives the child support due him. Every court order and/or
hearing I was required to attend the father shows up with
absolutely NO DOCUMENTATION, while I have submitted ALL
required documentation. As you are well aware, the required
documentation is right on the 1st page of the notice to
appear. The father has NEVER brought any documentation to any
hearing. He has literally "thumbed his nose" at every order
signed by your Honor and any hearing master. I have had
custody of my grandson since April 6, 2006. The only child
support I have received were for the months of March & April
2007. I am trying to do the right thing by my grandson who is a
special needs child. The father now owes a considerable amount
of child support and has never made any attempt whatsoever to
to do the right thing by his son. I filed a contempt order for
failure to pay. Now the father is suing me for custody of the
same child that he choose not to support. As long as I leave
the fathers' pockets untouched he expresses no interest
whatsoever, in his son. I realize that Family Court has an
extremely huge docket. I respectfully request any parent who
is brought before a Support Master, Custody Master or Family
Court Judge, that they not get away with ignoring the required
documentation. This only prolongs the process. I have been
enduring this process since October 2006, 10 months. This is
absolutely ridiculous. However, the ones that suffer the most
and pay the real price are the CHILDREN who are in the center
of these disputes. I want to thank you for taking the time to
read my fax. I can appreciate the responsibility that you bear.

8-16-06-Enforcement hearing-Robert Lange does not show up.
judge Ivanowski issues bench Warrant.
8-22-06-Robert Lange comes in on his own and appears before
Judge Matthews.Mother is not given notice and an Ex-
Parte hearing takes place and Mothers Petition is
dismissed with prejudgice.
Tuition is still past due and issues not addressed.
Mother through attorney files Contempt Petition.
1-16-07 Date given .Opposing attorney,Vito Canuso reschedueles.
2-12-07 Robert Lange again fails to appear.Judge Matthews does
not issue bench Warrant??Sets date 3 days later as Vito
Canuso lies directly to Judge Matthews and says his
client had no knowledge of hearing. Mr.Canuso knew of
hearing as he was present.His client was in Miami
enjoying his new condo and his meanwhile his son was
kicked out of school.
Mr. Canuso also failed to correct the record when his
client represented on 8-22-06 ,he had a large
credit.Perjury Arrears were set at $0 on 6-7-06.See
Order.
2-15-07 Judge Ivanowski cannot interpret master Sulmans Support
Order..even though it reverts back to previous order.All
orders have Robert Lange paying tuition and he agrees to
pay it on record as evidenced in my notes of
testimony.Judge Ivanowski refused to hear argument and
then Dismisses the Matter. Again this is dismissed. I
told him my son was out of school.
I believe this was abuse of discretion and should have
been either remanded back to Sulman for clarification or held
under advisement or something, not dismissed..after all I have
gone through with this. Costs, aggravation..etc..
I filed to correct the record, modify and increase the
Support Order.
3-13-07 Conference held with Paul Mattai, tuition still not
paid , son out of school....Now he tells me he is going to
dismiss my petition.
I expected the matter to be given a date with a Master and had
no idea a "hearing" was taking place .Mr.Mattai kept talking
about my daughters case..a seperate matter not related to Robert
Lange...a matter just ruled on 12-29-06 and exceptions were
being heard in a matter of days.He was almost yelling at me and
his tone was accusatory and demanding.He kept asking how much I
made ...when I continued to tell him part of the problem was
false evidence and the courts listed a 2005 Tax Return as part
of my "documents presented to the courts"...when none existed.
My only source of income was child support and I had not done a
tax Return in years.My four boys ages 5,,7,8,and 9 were my job.
I was so upset , in tears,I went to the Intake window ...they
called a Supervisor , who told me she talked to him and he would
hear this and not dismiss it. He went looking for my daughters
file...even though I told him it was probably pulled for the
upcoming hearing.When he came back we continued...
During the proceeding my Ex-Husband was taunting and saying
things about who he knows ,how it was "fixed",telling vulgar
jokes. I asked to go on record as it was apparantly a one-sided
proceeding.I continued to assert my ex-husband recently
purchased 4 more rental properties and boats and trips to
Florida...this was too complicated and needed a hearing. I asked
him not to change anything as it would be a waste of paperwork
and the courts time until matter could be properly addressed.
Let's just go on to the Master's Level... parties did not agree.
Instead a new order is written ...lowering my support amount,
giving me an earnings capacity, not directing Mr,.Lange to pay
the past tuitions due...etc...This change affected Medical
issues, dental issues ,school tuition for future...
Mr. Lange was also successful at postponing the next available
court date..Now we have to wait to may 30th,2007.
My son is not allowed back to school as past tuition is not
paid...he should be in a half day program...all our other sons
had the same opportunity.....he is missing out..I cannot
register the others for school next year as there is a balance
due...
Numerous mistakes ,errors , abuse of discretion continue in my
matters....there is a credit of over $11,000. still in error not
corrected. Mr. Lange has failed to follow any of the court
orders and continues to get away with it.
Where is the Justice?
What process do I employ to compel him to pay or at least be
heard??

Honorable Kevin M. Dougherty:
How is it that a father, who has been more than willing to take
care of his children, can be taken to court for child support?
Especially when the children of this father had recently been
residing with him for close to a year if not longer! This is
MY case.
Shortly after the birth of my twins in 2003, I received a
notice in the mail to appear in court for child support. This
made no sense, as I was residing with their mother and her
other two children (previous relationships). Therefore, we
visited the Family Court to correct this issue. I had to sign
Acknowledgement of Paternity Forms for both children. I
currently have two copies with the court's seal on them.
Since we were living together, my children were not receiving
Public Assistance (cash or food stamps), only medical. The
younger of the two twins receives SSI payments for his chronic
asthma, so he was definitely ineligible. Their mother was
actually told by her caseworker that she COULD NOT have 2 of
her children receiving Public Assistance and the other 2 not
receiving, although I was providing for my own children.
Either all or none had to be in the system, according to her
caseworker. To me that made no sense. I looked at the
situation like I was the one being penalized, as the non-
biological parent, for the other two fathers who were not
taking care of their children. To my knowledge, there were no
child support notices issued for the other two fathers. I was
the only one who received such a notice.
Even though all 4 children are receiving medical assistance,
they continue to be covered through my employer's medical
insurance as a backup. I added the twins shortly after their
birth almost 4 years ago, and her other two children were added
even before that time.
My twin boys are about to turn 4 years old in February. Their
mother and I have not been together for over 2 years, and they
were residing with me for at least one of those years due to
issues with heat and hot water (PGW) at her home. She and I
lived together at various addresses before and after the birth
of my children, up until around they turned 2 years of age.
Irreconcilable differences between us caused me to move out of
the residence where she currently occupies.
I have documentation where she asked me if I would be willing
to care for the children while she attempted to correct the
issue with PGW. Of course, I didn't mind. The change of
residence for my children was very important, especially since
the winter months were approaching. With no gas, their mother
was unable to cook for them. There is a gas water heater in
the home, so she also could not bathe the children either.
The most important factor is that both of the children were
diagnosed with asthma, one more serious than the other.
Naturally, as a parent, you would not want to expose your
asthmatic children to rainy weather and/or harsh conditions
during the winter (freezing temperatures and snow). While the
weather was still tolerable, she and I made visitation
arrangements amongst ourselves where she normally requested to
see the children during the day on Sundays, I believe due to
her work schedule. However, there were times when these
arranged visitations could not be adhered to because of
inclement weather (rain, snow, freezing temperatures), the
children being sick, or she being sick herself. As neither one
of us own an automobile, we both agreed not to have the
children travel under such conditions. This is also documented.
Because of these times when the children could not visit, their
mother became upset and angry at me. I'm not sure why. My
belief is that she found out that I was in another
relationship. I'm not sure what bearing that has on me
providing for my children. Also, as I previously stated, we
had not been "together" as a couple in over 2 years! That's
when she started with accusations that I was trying to "kidnap"
my own children. At the time of these accusations, we were
still in the winter months (January/February 2006). I
empathized with her and asked that she be patient as the
weather would be changing soon and the visits would be more
frequent. During this entire situation, I was unaware that she
had been planning to take me to court for child custody.
A hearing was set and a temporary order was issued in April
2006. The children were to reside with me from 5:00 p.m.
Monday afternoon to 10:00 a.m. Saturday morning, and then visit
their mother from 10:00 a.m. Saturday morning to 5:00 p.m.
Monday afternoon. I had to make arrangements with my employer
so that I could come to work early on Mondays, just so I could
leave in time to pick up the children by 5:00 p.m. Keep in
mind that I work in Plymouth Meeting, Pennsylvania and have to
use public transportation for work and for transporting the
children to and from their mother's home.
Although I did not agree, a final order was issued on October
16, 2006, where joint physical and joint legal custody were
established. According to the order, the children will reside
with their mother from 7:00 p.m. Sunday night to 7:00 p.m.
Thursday night, and then reside with me from 7:00 p.m. Thursday
night to 7:00 p.m. Sunday night. Equal time shared with
liberal holiday and vacation time for both parents.
So here's my dilemma. How can I, the proud father of 4
children, be accused of not providing support for my twins,
when I have been in their lives before and after their birth?
Why are fathers like me forced to prove that they are taking
care of their children, just because the mother says they
aren't? The burden of prove is too often laid upon the
father. Don't get me wrong. There are far too many fathers
who neglect their responsibility to their children. However,
that makes it bad for fathers like me. But where is the burden
of prove for the accusations and claims from the mother?
Anyone who knows me can attest to the fact that I take care of
and provide for my children. Even mutual friends that the
mother and I have should also be able to do the same. There
was a long stretch where their mother didn't work. So who was
providing for her AND the children while we were residing
together? I actually did not want her to work, so that she can
stay home and take care of the children. It was also difficult
to find a daycare that would care for them at that young age
with their asthmatic condition. No one wanted to take the
chance of the children having an asthma attack while at the
daycare. This was another reason why she stayed home. But
while she did stay at home, I provided for her and the twins.
A hearing has been scheduled for November 27, 2006 at 2:00 p.m.
in front of Jonquil Clark in Room 310.

that I was residing with my children and their mother at the

A friend of mine owes back child support. He has had a rough
time and been unable to hold a GOOD paying job. He has given
cash to the mother and takes care of his daughter but has no
paper trail to prove it. Since he has moved around a bit the
last two orders to appear in court he has not received. He just
found out he has to appear in court. If he brings a lawyer and
10% of what he owes, plus a copy of his new job( which he
finally got) salary and explains all the storms that he has
encountered over the years ( he's still a young guy). Does that
mean he still goes to jail no matter what? We were told that
most of the judges are very mean and rather send the guys to
jail. Even the ones that are trying to make things right.

i am trying to get my son sent away, he has been arrested 3x's
suspended from school 5 times the school year, and he missed 82
days of school and i was told when they turn 15 they dont have
to go to school. i had been dealing with a parole officer his
name is mr. witt he works at 1801 vine street , we went through
all of the programs even psychological testing for my son after
all of the testing, mr witt said he dont fit the criteria, he is
not bad enough. mr witt even told me that he would help me. i
want to prevent my son from fitting that criteria. i know there
are other cases that are worst then mine, but i can see my son
going down the wrong path i am askin for help. he's always
gettin off easy , and he would say, see i told you i wouldnt get
into any trouble. i heard about some school that give them
counseling, structure and education, that is all i want for my
son. one of the schools are george roberts jr. or st francis,and
even glen mills, i hear those school have really helped some
mothers children.
can you please help me, if i need to come to your office i will
take off from work without any problems.
i dont want to lose my son to the streets. my son tells me who
needs education if you are going to die anyway.....

Dear Judge Dougherty, i may have to send 2 emails,
Your Honor please consider all that i write to
you ,i am desperate for my son's wellbeing . to begin with let
me give a little background of my family and i.we live in the
northeast philadelphia near tyson ave. and roosevelt blvd., my
wife and i have 6 children (5 boys and 1 girl), i have been
working since i was 16 years old (i am now 50 yrs old), and have
supported my family for all of those years . i have lived in
philadelphia all of my life and i always believed very highly in
the criminal justice system (police ,da's off.,judges.etc.)in
this city and beyond our city limits. until recently i believed
everything i heard on the news in the papers etc. about the
justice in this great country of ours , but now i
wonder ,,,,,,,,,sereiously.my son michael is a good kid he has
never been in trouble , my son is 16 years old ( a very young
minded 16year old )he is a very helpfull child what ever my wife
or ask him to do around the house etc. he does without a
question . he is ONLY 5'2" TALL AND WEIGHTS ONLY 98LBS ( LATER
ON YOU WILL KNOW WHY I UPPER CASED THIS )he is a very fair
skinned youth ( pale by comparison )HARDLY A FRECKLE ON HIS
BODY , yes he is small for his age ( his chronic condition
affects his growth, ulcerative colitis)he has been sick since
the beginning of 2003, allthough in the beging of the year his
doctors said he only had a virus . every year from kindergarten
through 9 th grade he has almost perfect attendance every year
in school, even with the uphill battle he has had with his
dyslexia , he has been improving with reading year after year (
with help from some wonderful teachers at the MAYFAIR SCHOOL ).
in his first year at lincoln high school he still managed to
keep his chin up, he had his heart set on going to SWENSON SKILL
CENTER and take up culinary arts there because he loves to
cook , he did not make the lottery and was assigned to lincoln
high an all academy school that has no course's for him to
accomidate vocational training. in his 2001/2002 school year he
went to school every day and for his first four months there he
did not have a MATH CLASS ? , i had asked michael if is math was
easy or hard and he said he didn't have a math class i didn't
believe him and looked at his roster and there was no math
listed but 3 computer class'es , i asked him if there was alot
of math involed in any of these class'es and he said yes . when
i went to michael's parent teacher meeting in november of 2001 i
spoke to several of his teachers ( the one's that were available)
i first spoke to his WEB DESIGN teacher , i explained to the
teacher that michael had a reading problem and he told me that
there no way that he could do the work in his class, he was
wondering why michael was almost doing nothing in his class ( he
was lost), i then talked to his english teacher ( a great
understanding teacher) i talked with her about michael's
progress and problems and told about the fact that no math class
was on his roster . after she saw his roster she could not
believe what she saw ,she went to the office and had this
corrected and michael started in a math class in december of
2001, of course he spent a full year in computer class'es that
he could not function in every day . we tried all year to get
michael accepted to the SEWSON SKILL CENTER ( ON REDLION ROAD IN
THE FAR NORTHEAST) but to no avail , one of the barriers was
that the princple of lincoln high did not talk to the princple
at swenson that was a real advantage for my son . in august of
2002 we recieved a letter from the school about what day to
start etc. and his book number which tells you what advisory to
go to every day(home room), the letter said his book number was
3 0 4 , when he started school he went to school for 24 days and
he was going to the wrong advisory ( no one knew his real book
number was 302?)he was marked absent /truant for 24 days.
finally one of michael's teachers called us on the phone and she
wondered why he was always in her reg class but never in her
advisory ( she had him for both a subject and advisory)of course
i had to go to the school to correct another problem i went to
that school regularly with problems and not because of a
disipline problem either , of course the school blamed my son
for going to the wrong advisory all of those days until i
produced the letter sent in august which said his book munber
was 304 and not 302 , they had no ANSWER and no appologies.
after that i went to the school for other problems in his
ciriculum , in november i asked if i could transfer michael to
another school i had HAD IT WITH LINCOLN HIGH and of course not
one of the 6 women in the main office could find or know where
to look for transfer papers , one woman that i had dealings with
was making fun of me and saying that i was stupid ,i left and
nothing was accomplished. in the end of december michael had
been feeling sick but never said anything to my wife or i until
january when he told us of stomach pains and loose bowels, the
doctor reccomended kaopectate it worked for a while then they
recommeneded other over the counter medications , by the
begining my son's condition was getting worse i took him to the
doctors four times between the begining of feb through march .
test were taken for parsites etc (2xs), the test all came back
negative and the doctor suggested that he go to st christophers
hospital for children and see a gastroenterologists, he was
taken to see the doctor and the doctor's diagnosis was either
chron's desease or ulcerative colitis , an appointment was set
up for a colonoscopy this was for the second week of april ,
well in the meantime the hospital had discovered that our
coverage had been canceled(i didn't know this )by the state.the
colonoscopy was done.i immediately applied for CHIP for michael
and in two weeks i recieved a notice that he was not eligible
for CHIP but that he should be eligible for medicaid and that
all of the info would be sent to the state for coverage for
michael and that be notified in about 2 weeks . in the mean
time, the real reason why i am ultimately writing to came about ,
i michael's legal case.right know i could only ask you to please
do this one thing go to www.hallwatch.org and read the the 5
letters that had been written to judge gordon of courtroom A .
there is even more information that i have that judge gordon
will not even look at or consider , he is vehement about michael
being guilty , but i asure you i know my son and there is no way
he did what he is accused of and found guilty of . the
discrepancies are many discription of the youth not the same the
clothing the youth wore not the same, the height , skin color
etc. not the same , and even the DA made a point of asking so
called witness'es what the weather condition's were the day in
question and guess what the truth does not match the real
weather report that i accquired from THE NATIONAL WEATHER
SERVICE OF THE US & INTELLICAST .COM , there is no way that
judge gordon colud have read these reports that i sent him or
read any of my many email's . THANK YOU FOR READING THIS ,

I will make this short in the hope that you will take a moment to
read it.
As a native Philadelphian I have always regarded the park
system as defining a very special city. As a child, my family
would take Sunday strolls in Fairmount Park; as a Boy Scout, we
would take hikes along the Wissahickon; and where I would, later
as a parent, take my daughters for riding lessons; and where my
aging father would sit on a bench by the stream and adore his
beautiful grandchildren I live on a city block that ends at Morris
Park, where my daughters played when they were very young. And
now my grandchildren have the benefits of the parks.
I strongly urge you to provide the leadership required to
have and grow a healthy park system by supporting our slate of

As a member of the Wissahickon Restoration Volunteers, I have
seen first hand how the Wissahickon Park area has been allowed to
suffer from neglect and misuse. I have also seen the need for a
strong and visionary leadership to bring guidance and support for
the many grass roots organizations, such as the WRV, which are
trying to restore the Park to its former splendor.
Furthermore, it is equally vital to select a commission which
will find creative ways to manage the "confusing overlap of
mission between the Park Commission and the city's Recreation

Philadelphia Parks and 21 other organizations and park groups.
Each of these individuals represents a brosd constituency and
any one could serve the whole well.
The parks in Philadelphia are very important to the quality of
city life. I live in Roxborouogh and have utilized the park
throughout my childhood and adult life. This asset is one of
the reasons I have remained a city resident-tax payer.
A strong vision is necessare to maintain the quality park
system that has been such a great part of my life. These
candidates can fufill that vision.
