Can you explain to me the intent of House Bill 1131. How will
this Bill benifit local emergency services? Will this bill
remove the allowed 3 mills of taxation? Or will this Bill
require emergency services to submit a yearly budget request for
funds. I see nothing that protects the emergency services group
from a 2nd class township saying that funding levels are correct
or can be lowered. What model will the emergency service unit
be measured by? Historically the 2nd class Township in the
State of Pa is the hardest to work with when laying out a budget.
