Dear Senator Punt:

Tuesday when I got home from the polls I found an email message advising me of
Governor Rendell's proposed cigar tax. I hope you will vote against any measure
taxing cigars. A tax on cigars will cause many buyers to purchase cigars from other
states or countries via the internet. Many cigar retailers in Pennsylvania will loose
business and may have to layoff employees or even go out of business. No one will
benefit from that.

Please vote against the tax and urge your fellow senators to follow your lead.

studying PA history and will soon be studying gov't. We are
going to the Capitol for our field trip on March 28th. We were

graders about any aspect of the political process you deemed
appropriate. Please let me know if you'll be able to do this
and what dates would be suitable for you. During the week of 3-

My brother, Alex, sent me an article which, regretabbly does not
copy and paste. Although I doubt that anything that makes this
much sense would have a chance, it is worth the read.The text of

Douglas County OREGON PUBLIC FORUM
I have a questopn, not only for Douglas County, but for the
entire state of Oregon. Like a lot of folks in this state, I
have a job, I work, they pay me, I pay my taxes and the
government distributes my taxes as they see fit. In order for
me to get that pay check, I am required to pass a random urine
test, which I have not problem with. What I do have a problem
with is the distribution of my taxes to people who don't have to
pass a urine test to get a welfare check, because I have to pass
one to earn it for them. Please understand that I have nothing
against helping people get back on their feet. I don, on the
other hand, have a problem with helping someone sit on their
butt. Can you imagine how much money the state would save if
people had to pass a drug test before receiving a public
assistance check?

Terry...Just food for thought. We rarely see you out and about
and are wishing you a Happy New Year and good health.\\

Re: The proposed Gettysburg Casino negative impact on Democracy

Dear Governor Rendell and PGCB,

I have met many locals who believe this Gettysburg casino is an
awful and stupid idea, but who are bitterly resigned to it
because they also believe they have no power to change it.
They've been told it’s a "done deal" by the investors, the
Straban supervisors or other local politicians or officials.
They also know that if it is indeed, "a done deal" it would be
because of corruption.

They have heard of the Governor's spoken opposition, but
despair that he could be telling the truth, because the
investors keep telling everyone it’s a sure thing. They
capitalize on a reported friendship with him to discourage any
opposition.

They have heard that 86% of the testimony before the PGCB was
oppossed to Crossroads, but they are cynical about the PGCB.
Most of my own dealings with the PGCB have been positive, but
only a refusal of Crossroads will convince most people in our
area that the people are heard.

Their core belief is that money and political power is far more
important in our system than voter distress or a huge grass
roots movement or even majority dismay over a plan. Though they
don't say it, they are actually in despair over democracy
working.

If the casino is licensed, these people may give up ever
feeling that they personally matter to the political powers
that be. Their thoughts (and sometimes their actions of failing
to fight for what they believe in) betray how far our country
has come from the idea of "government of the people, by the
people and for the people."

I really hope the PGCB says no to the casino, because if this
is licensed, I fear it will be many, many years before the
people of our area will again get the courage to make this
County what it should be. They will know that the idea of
personal citizen involvement in democracy is only so many
pretty words, and that in our system, money and not people make
the decisions.

The investors would "win" great sums of money, but all of us,
including the investors, would be the losers. When people
despair of having ANY power in our democracy, we will no longer
have a democracy.

Please do whatever you can to stop Crossroads. Please help the
people of Adams County believe once again in the power of the
people, and believe that your words of opposition mean
something. On this, the anniversary of Lincoln’s Gettysburg
Address, I beg you to help us preserve our national treasure
and its surrounding atmosphere, and to vote NO on Crossroads.

York Dispatch Web Poll said they oppose a slot machine casino

Of 1,369 responses to the question, "Do you favor the
establishment of a slot machine casino near Gettysburg," 955,
or 69.8 percent, said they did not approve.

Voting yes on the casino question were 414 readers, or 30.2
percent." Add to that the following:

Subject:   Contact your state officials

I am writing with regard to the traffic study submitted to the
Gaming Board by Crossroads Gaming and Spa that will NOT be
chosen for a license in Gettysburg. I just spoke at the Zoning
Hearing Board on Wednesday night in our township building with
regard to the fact that no information was provided in that
study on the impact 3 million gamblers a year will do to SR 116
(Hanover Rd) that runs parallel with Rt 30 in Gettysburg. Rt
116 has become the bypass for Rt 30 because of the congestion
already there. Rt 30 is not a bypass as Rt 15 is so I do not
understand why they think the RT 15/Rt 30 intersection will be
a good spot for a slots parlor. This thing does not even
belong in Adams Co. simply because of our history and the
configuration of the general area. LeVan might have a good
idea but it would be even better for Adams co. money-wise if
one of the surrounding counties would have been chosen for his
location. The surrounding counties will benefit far more if
this thing is placed in Adams co. than the reverse. Currently
there are 3 developments waiting in the wings for the big
pipeline from the York Water Co. (600 houses proposed by Rick
Klein right on the east side of Rock Creek, the development
behind the Lady Farm right down the road(approx. 300 more
houses) and a parcel right across from our house at 1725
Hanover rd. That means there will be 3 entrances and exits
onto the Hanover Rd within 2 miles of downtown Gettysburg with
Rt 15 running right through the middle. This is in addition to
approximately 20,000 other houses currently on the drawing
board for Straban twp. I and my husband cannot afford a casino
in Gettysburg as Straban taxpayers. We must consider future
generations who will ask us what we were thinking when we let
this happen. You might as well permit a casino on the rim of
the Grand Canyon if this happens. We are too small of an area
without proper emergency personnel, police or fire protection
to handle the problems. I have lived here 67 years and we like
Gettysburg as it is. There is such a small handful of people
who want to change the meaning of Gettysburg and the way the
American people perceive it that it doesn't even make any sense
to change it.

Please consider the pending bill that would forbid a slots
parlor within a 15 mile radius of Gettysburg. There isn't
anyone in the US that does not know where Gettysburg is and
what it stands for. It is unthinkable that a man with too much
money and no qualms about forcing his fancies (such as his
Harley business) on the citizens of Gettysburg and down our
throats whether we like it or not.

Notice of Intention from No Casino Gettysburg
Dear Gaming Boardmembers:
I have every hope that you will reject the Gettysburg casino
application. I wish you'd do it early. It is not only
contoversial, but it is the least profitable site in the state.
However,
IF, by any chance, you do decide to license a casino in
Gettysburg, our organization, No Casino Gettysburg, is
preparing to legally appeal the decision. Under the law that
appeal would go directly to the PA Supreme Court, and from
there to the Supreme Court of the United States. We have NO
intention of quitting our fight against this inappropriate
location even if it is licensed.
In addition to the court appeal, we will do all that is legally
possible to prevent construction from ever starting.
Just thought we'd let you know.

Subject:   Lets have a lower tax county with WITHOUT CASINOS!

Dear Gaming Boardmembers:
I find it extreamly hard to comprehend how the people pushing
for the "Den of Theives" (A Casino) in our community can be so
ignorant, especially those in public office! It is nothing more
than GREED and wishfull thinking that this can be good for our
community!

I have driven hundreds of thousands of miles as a Motor Coach
(tour bus) Driver, and have taken dozens (if not hundreds) of
trips to many casinos in something like 10 states and Canadian
Providences. I have never heard of much money being won, but I
know that many thousands of dollars were lost by the
passengers. I used that opportunity to speak with many casino
employees as I wanted to know for myself how well they were
paid. Many of those employees I had to speak to in spanish, as
they could hardly speak english!

I have remained publically silent on the matter untill now, but
now that the Pro Casino fokes have had the Odiosity to send me 2
mailings of their pack of lies. It is now time that I reveal a
few facts that I have learned on those trips during the past
years.

The Pro Casino people bragg about the good paying jobs they will
bring to the area! LIES!! I have spoken to probably hundreds
of casino employees on those trips to see how "WELL" or "GOOD"
they are paid, this all several years ago.

The social impact will be like throwing a rock in a pond.
Present business cannot get the help they need now, what will
happen it there are several thousand more job openings. Your
plumber, your electrician, your garageman, and your
grocer...etc. will ALL have to pay more to get the help they
need, and guess whos pocket it will come out of......yours
everyting you need home repairs, or even groceries will cost you
more! Your taxes will skyrocket because of the stress placed on
the local communities.

Yes, there are a few good paying jobs associated with casinos,
but guess who gets them! Outsiders! People who are brought in
from other areas......because they know the trade! Few, if any,
good paying jobs will be available for local people, because
they do not have "the skills needed"!

#1. The largest percentage of those employees are migrants, or
alians, and people brought in to fill the need.....even many
foreign people just brought in to do the work, BECAUSE the jobs
are so low paying that the locals did not want them.

#2. Casinos are classified as tourist attractions, therefore
seasonal, therefore, minimum wage requirements do not apply to
them. A very large portion of the casino employees I spoke with
do not even make minimum wages!

#3. Those who work in positions where they receive tips as part
of their compensation, only received a very low base pay, and
told me that even with tips they rarely made enough to meet the
poverty level bracket that the government sets.

#4. Even security guards only made a dollar or two above
minimum wage!

#5. Do we want OPEN Prostitution in the area? That ALWAYS
follows casinos. Niagra Falls, Ontario used to be a clean
community. Yes there were a few strip joints before the casino,
but one never saw prostitutes openly walking the streets untill
after the casino opened there. Than you would see them even
during the day! I spoke with police officers on the street
about it, and they said there is little they can do about it.
There is not enough money to hire the officers needed to deal
with the traffic and gambeling direlects, much less persue the
hookers.

#6. Who is going to pay the extra police officers to control
the drunks? Drunks? Yes, with casinos passing out free liquor
to loosten the gamblers pockets, there will also be an increase
it drunk driving in the area.

What shocked me the most in this deal is that the Gettysburg
Boro Officials could be BRIBBED into supporting the Casino by
the promise of a mere million dollars. I feel that alone
justifies empeachment of every one that voted for it.

IF the casino is built, and IF it brings in even one half of the
traffic they predict it will, how will anyone be able to get
around in the Gettysburg area? There is already more traffic in
the area than the roads can handle, and the city, townships and
state are not able to maintain the roads in decent condition
with what traffic we now have. What will the conjestion be like
if the casinos come to town? Who will pay for the additional
roads, police, emergency personell etc. etc? You can "BET" it
will not be the casino operators! They will be the only ones
who make any money, but they will not be interested in helping
cover community costs.

Who do all gambling studies show to be the "locals" that do the
most gambling? It is those in the lower 1/3 of the income
bracket.....most of them presently living below the poverty
level, who gamble away their babies food and medical money in
the hopes of "hitting it big". Who will end up paying the
welfare money to support them?

Yes, if the casinos come to town, it will be the WORST thing to
ever have hit Adams County....Even worse than the First Battle
of Gettysburg! No, there will not be that much bloodshed, but
the economical devastation will be far worse!

Casino Gettysburg must be stopped!

He predicts bill will pass next year if he's re-elected

Ocean City -- Gov. Robert L. Ehrlich Jr. predicted yesterday
that slot machine gambling will be legalized next year if he is
re-elected.

Speaking to the Maryland Association of Counties annual
convention, a traditional venue for governors to deliver major
policy addresses, Ehrlich returned to a topic that dominated
his first years in office, saying money from slots would pay
for additional school construction and renovation, a mounting
concern because the state's population is expected to swell in
coming years with the national realignment of military
personnel.

"I anticipate a school construction budget that will create
21st- century places of learning with the resources necessary
to reach every student in the state and a funding source that
will pay for it that will pass next year," he said.

A top administration official confirmed that the governor was
referring to slots.

The word slots has rarely - if ever - escaped the governor's
lips on the campaign trail this year, as he has avoided talking
about the signature initiative of his administration, which he
was unable to shepherd through the General Assembly.

Yesterday, he made only a single, oblique reference to it in a
speech full of facts and figures about the number of acres his
administration has preserved (70,000), charter schools
established (22), deficits overcome ($4 billion) and surpluses
created ($2.3 billion - a new estimate, up from $1.7 billion).

But members of the audience didn't miss it.

"Why do you need slots if you have a $2.3 billion surplus?"
said House Speaker Michael E. Busch, the governor's nemesis on
slots legislation, who attended the speech.

Montgomery County Executive Douglas M. Duncan, a slots foe,
tried to make gambling an issue in the governor's race before
dropping out of the Democratic primary, and Del. Peter
Franchot, a Montgomery County Democrat running for comptroller,
has tried to make his opposition a rallying point for members
of his party. But Ehrlich's Democratic opponent in November,
Baltimore Mayor Martin O'Malley, supports a limited number of
slots at racetracks to benefit the horse industry, a stance
that has effectively removed gambling as an issue from the
governor's race.

Instead, Ehrlich has used his campaign to bolster his
credentials as a centrist, an important quality for a
Republican running in a state that usually votes Democratic.
Yesterday's speech was no exception, as he spent most of his
address talking to the local government officials in the room
about bread-and-butter issues, such as highway bypasses, school
funding, wastewater cleanup and growth management.

Ehrlich said he believes population growth as a result of a
national realignment of military personnel is going to be the
dominant issue in the state in the years ahead. He said that
although he has different views about land use than his
predecessor, Gov. Parris N. Glendening, who gained national
recognition for his Smart Growth policies, he too wants to plan
for new homes, shops and businesses in a way that protects the
environment and preserves open space.

Growth is a singular concern of the local government officials
represented by the Maryland Association of Counties, and land
use is the driving issue in elections for county and municipal
offices around the state this year. The governor said his
administration is dedicated to helping local officials manage
growth, not telling them what to do.

Ehrlich is Maryland's first Republican governor in a
generation, and he used his speech yesterday to reassure the
audience that his election has produced a focus on results and
new approaches to problems, not an abandonment of issues
important to average people, such as controlling growth.

"I know there was a degree of trepidation in this room with
your group as a result of the last election," Ehrlich
said. " ... Fear of the unknown is a well-known psychological
condition. You are not alone in your state of anxiety. Members
of the arts, social welfare, child welfare communities [were]
all asking the questions along the lines of, 'What is this guy
going to do?'

"Fast-forward almost four years ... to view a strong,
respectful, sustained relationship," Ehrlich said.

Maryland Association of Counties President James N. Robey, the
Howard County executive and a Democratic candidate for state
Senate, said the governor deserves credit for being mindful of
the important role local governments play in providing
essential services to residents. In previous tough budget
times, governors have often balanced their budgets by making
steep cuts in aid to local governments, but Ehrlich promised
not to during his 2002 campaign.

"We applaud you for honoring your commitment not to impose
permanent cuts as part of your budget reconciliation, not
resolving the state's fiscal crisis solely on the backs of
counties," Robey said.

Ehrlich has said repeatedly on the campaign trail that he wants
this election to be about his record of accomplishments, and he
said yesterday that his first term has been one of keeping
promises.

"We know in our business, words can be real cheap, and
commitments made in the heat of a campaign can mean nothing
when the reality of holding office occurs," Ehrlich
said. "Hopefully, many of you have known me long enough that
those fears are dissipating."

Two days before its release by the Pa Gaming Control Board,
Crossroads has released their ownership data. We now know for
certain what we have suspected for months, that CEO David LeVan
owns a minor share, just 7.5% of the proposed casino. With his
wife Jennifer’s share, the LeVan’s control only 9.1% of the
5000 slots casino. The financial control of the casino, 75%,
falls to a new subsidiary of Morgan Stanley, a multi-national
corporation.

MS PA Gaming Holdings, Inc, directed by Michael C. Garrity, may
specialize in financially strapped groups like Crossroads.

Donald Trump “emerged from bankruptcy protection with a $500
million line of credit from Morgan Stanley as part of a
restructuring. MS Holdings is also behind TrumpStreet Casino
proposed for Philadelphia, and a new casino planned for
Atlantic City with Hard Rock, International.

Some locals have supported Crossroads because they trusted CEO
David LeVan to have control over what happened with the casino.
They will be shocked to discover that the LeVan family owns
little more than 9% of this project.

The Gettysburg Borough Council, which negotiated over several
months with Crossroads, never had an opportunity to speak with
MS PA Gaming Holdings and was never informed of the true owners
of the planned casino. Two of the three members of the Finance
Committee told me today they are very angry and feel misled.
The Straban Township Zoning Board and Supervisors, the Chamber
of Commerce, the County Commissioners, and the people of Adams
County have never met the principal members in this firm.
Indeed, by advertising in the Gettysburg Times that “Crossroads
is a project of locally-based Chance Enterprises”, we feel that
Crossroads deliberately misled Adams County. Their ads put a
folksy face on what is actually a multi-national corporation
with little knowledge of local culture or needs.

The only investors connected with this who have any connection
with Adams County are David and Jennifer LeVan, who live here,
and Barbara Ernico, who works here as program manager of the
Robert C. Hoffmann Charitable Trust. Altogether they own less
than 10%. Together they are the mini-me to Morgan Stanley's
Goliath.

CEO's come and go and a 10% share is meaningless, when faced
with a 75% juggernaut. In short this debate and this project
has nothing to do with David LeVan, it has to do with how a
secretive multinational corporation will treat our community in
the years to come.

Whether one is for or against the casino, it is essential that
Adams County knows with whom they are dealing. Otherwise, we
end up with risky agreements between the cynically ambitious
and the politically naïve.



Questions:

Did the Borough Council know this when they signed the
agreement with Crossroads? (Hint: Ask Dick Peterson or John
Murphy from the finance committee.They say no.)
Did the Chamber of Commerce Board know this when they ignored
68.75% of the Chamber membership who voted opposing the
Chamber’s pro-casino stance.
Have the Straban zoning commission and supervisors been
informed about who they are dealing with in the zoning/
planning process?
How do pro-casino members, many of whom are 1st
amendment/property rights oriented and NOT oriented to large
corporations and state control, feel about the tiny percentage
owned by LeVan?
How will PGCB react when they discover that Crossroads
supporters may have been misled to think this was a local
venture? Does this show lack of character in the applicant?
Does Wortman’s wife’s interest in this casino violate Act 71
prohibition against investment in both a category 1 and
category 2 casino? Does MS PA Gaming being involved in TWO
category two casinos violate any gaming law?
MS PA Gaming Holding seems to specialize in financially
distressed companies like Hard Rock Intl and Trump. Are they
the equivalent of buyers of distressed properties? Do they
consider Crossroads a distressed company? Why have they been so
secretive?

Dear Sen. Punt, We at No Casino Gettysburg welcome reform of
Act 71. We are concerned about reform of the rule that the PGCB
must agree on sites for casinos, changing that to a simple

Dear Gaming Boardmembers: I strongly oppose granting a casino
gambling licese to Chance Enterprises or any
other organization in or within 50 miles of Gettysburg. I
support legislation to
prohibit casinos anywhere near Gettysburg or similar heritage
sites in Pennsylvania.
I support legislation that would require casino operators to
provide monthly balance
statements to customers just like credit card companies, banks,
and credit unions
do now. I am very unhappy with the casino plan for Pennsylvania
in general, and
Gettysburg in particular. Please do not allow a casino to be
built in our community.

Dear Gaming Boardmembers:

By far too many Americans both North and South have paid for
the soil of Gettysburg and to a greater extent Adams County
with their blood.

Gettysburg is not Disneyworld or some other piece of post
modern consumerist fluff. Its soil is hallowed, sacred; the
flower of a generation laid their lives upon this soil.

Would we allow Casinos in Bastogne, Normandy, The Somme,
Tarawa, Bellau Wood. Lexington, Concord, Iwo Jima, or other
solemn places where the youth of each respective generation has
paid the ultimate price?

Just because no living member who engaged in the battle is
alive now, are we somehow relieved of the obligation to protect
and cherish what occurred here all those years ago?

You have an obligation to future generations of Americans not
to denigrate what you have been charged to protect.

I would expect that your conscience would guide each member,
and realize the promise of some addition of menial service jobs
does not warrant this abomination to the sacred soil of
Pennsylvania

I strongly urge you to deny David LeVan and his scheme to put a
casino in Gettysburg. Clearly, Mr. LeVan is trying to make money

Surely, my fellow Adams Countians can devise another way to
create jobs and a better economy than to lower this hallowed
ground for the sake of the "Almighty Dollar"!
