I suspect that the number of assessments refers here to appeals heard by the BRT. 25,000 appeals/50 weeks = 500 appeals per week.
A lot, but still within the realm of possibility. What do the 150,000 assessments in 1997
and 124,000 assessments in 1994 refer to? I don't know.
